Good article on a study by the two major Universities highlighting the recent problems we have seen in the commission. I guess Smith and Baker want to argue the definition of 'dysfunctional' now. When you get what you want, it is working fine.

First step has to be to admit there is a problem. $300,000 is pretty cheap if it works to get improvements.
