SF118’is a horrible bill that will destroy drawing odds and put WY on the wrong path. Allowing the transfer of landowners tags will create a series of problems. The immediate results will be a reduction in draw tags for both resident and non.

The long term we will see a loss of all access we currently have. Passing 118 will destroy the Access YES program. It will destroy all Walk in access we have and will end the use of HMAs.

Privatization of wildlife for profit is always a bad thing g. But in WY it will have major repercussions even for the landowner/ranchers.

I encourage everyone to contact the Ag committee ASAP. As all the work we did to block it in the Travel and Rec committee is gone. They moved the bill to avoid the pressure.
 
I agree with all, except "destroy drawing odds" how? There are already LO tags, will this create more?
 
Assumption is that making the LO tags a commodity would increase the number of LO's that would try to acquire them. It’s a good assumption.

I think that’s a fair assumption. On the other hand, the more private properties participating in the LO program, the less elk would be able to seek refuge on land that was previously off-limits to hunting.

Not convinced this is going anywhere, but if it does WY would be well-served to mimic NM’s land access requirements for those receiving these tags.

I do not share the outright hatred of any sort of Transferable LO tag that many people do. I understand the view of those that do and some of their points are valid. However, as LO tags are currently distributed and managed, making them also sellable is a hard no for me.

Significant changes would need to be implemented before I could get on-board with even minor support. 1) LO's tags should only be valid on that LO's land. 2) All LO tags would come out of the NR quota for that species and unit, and would be subject to not exceed. 3) All fees payable for LO's tags to the State would be subject to the NR special draw license fee structure. 4) State of Wyoming gets a 25% royalty on the final sale price of the license with 100% of those funds being used to support increased HMA payments.

Make these changes to the LO program and I will listen to the argument that LO's should be able to sell them.

Are you assuming that no WY residents would be interested in purchasing these tags?

Not at all. Could not care less who buys them. Just don't think a privilege like transferable LO tags should negatively impact the resident draw. If a res bought the tag, they would also pay the NR special fee.
