Recommended over the counter Unit

In the fall of 2019 I want to go out west hunting. I want to go to either Idaho, or Montana. In Idaho I would get both an elk tag and a deer tag. That way if I see either I can hunt them. Or Montana, with the general elk and deer combo. Which state would you recommend me to go to why? And would you have a good unit that I can get into the backcountry away from everyone? I want to kill a bull or buck of any size as long as it has horns! Thanks for your help!
 
Montana is and isn't an OTC tag, they have 17,000 tags that they offer to non residents. So yes they do have the otc, but it's capped at how many they sell. As for the thought of getting away from everyone, well that would depend on if you're hunting with bow or gun. Bow season is less populated, and I don't see too many people, but as soon as the orange army comes out, well, they tend to go every where and then some. Then the elk disappear onto private where they know they're safe, at least that is what happens here in my area.
