Flip a coin between the 243 and 6.5 Creedmoor or whichever one has the best deal for you. +1 on checking with Predator Optics (Schmalts) for a good deal on a Leupold.
 
Do you handload? It makes a difference in choices.

If you do, and you're strictly for whitetails and below, I think a 260 Rem would fit the bill right nice.

If you don't, a 243 would work, but I've never been a fan.

Damn shame you can't find a 250 Savage anymore.....

Oh, OH, OH !!! Buy a 22/250 and get it rebored !! There ya go. Problem solved. :)
 
Of the two calibers mentioned I would take the 7/08... But I think guys made some great points with the 6.5CM or even a 25/06. If it is a rifle you want to pass down then I don't think you can beat a walnut stocked, blued rifle. It teaches the importance of maintenance and also gives a great 'feel' to the wear and the stories that the rifle will be witness to.

The Remington CDLs are a big expensive but you can find a Winchester M70 featherweight for $700ish and both Savage and Ruger have wood/blued models of their rifles that are in a slightly lower price bracket.
