For reals? A brake doesn't make a gun louder? It sure seems louder to me. I have to leave the gun range if someone is shooting one next to me and I have bad hearing.A butt pad will help a little. But I'm not seeing 60%.
A muzzle brake will significantly lower recoil. It's doesn't make the gun louder. But it redirects the sound just as it does the gasses.
The mercury recoil reducers work fairly well. But they add weight to the back of the rifle. Possibly throwing off the balance.
Everything is a trade off.
Personally, in your situation I'd be looking for a 7mm-08 of my own.

I’m confident you’ll be happy with your purchase. I put one on years ago cause my wife wanted to get into hunting and I was worried about how she would deal with the .30-06 recoil in a lighter gun.I just ordered a limbsaver precision fit for my 30-06 Tikka, thanks to this thread. I wouldn’t say I had a problem with recoil but who doesn’t want less of it! 38 bucks. We will see.
