I know half a dozen WA hunters that simply won't go if there's not a Nov season. So there's less pressure.

Legitimately, why deer hunt MT over WY and ID if there's no rut hunt?

That's a lot. I don't really understand the NR vs R argument. Especially when you figure the R population is up 20% in the last decade. (That number is a guess maybe I m way off there).

There is data to show NR are having an impact specifically on mule deer, among other things.

We recognize both groups present problems and we chose to not single 1 group out.

There is no ability to pull temporal data (ie harvest dates) the way FWP currently collects their harvest data.

I believe that. Average hunter that spends that money and makes the trip is probably going to try to avoid leaving empty handed. I woukd guess the amount of R that purchase a tag and don't hunt it is significantly higher than NR.
