Why is Iowa managing it's deer herd then? By your definition - they own none of them.

By the way, as far as i understand NR landowner tags in Iowa dont exist.
I'd say you can have a responsibility to care for something even if you don't own it. The federal land is there for all to use. Tags and quantities are set by the state. Which is what it is. I imagine it would be a lot for the fed to try and manage 50 states. Although it might make the application and draw process 1000x easier.

I think it's similar to private land ownership in the sense that you can watch deer, create a safe environment with plenty of cover, food, and water, but at the end of the day they might move off your property regardless.

It would be consistent across all states then. Never said it would be easy. Just easier. Easier than managing different systems for every state you want to apply to. Hell, maybe you could apply to all the states you want from 1 system.

I could be missing something too. I don't know Iowa's regulations very well, it looks like they have preference if they prove landownership every year though. Regardless, it doesn't really relate to the discussion about federal lands as only .3% of Iowa is federal land.

You (public lands owner) feel entiteled to tags because of the ground the game stands on. Im using iowa as an example, because sole ownership of thousands of acres doesnt entitle a NR to a tag there. Why would western states be different? Iowa doesnt even give their NR landowners priority on tags, except for antlerless.
 
Although making the case for federalizing seems a silly proposition and Treeshark has not even responded, the banter and links presented by rj and Forky provide some good entertainment, esp when you add in a sprinking of Shed God.

I don't recall calling Iowa's system great. I think it's stupid for Iowa to not give NR landowners the opportunity to purchase tags to hunt on their own land. I don't care if it's eastern, midwestern, or western states. I think landowners should be able to hunt their land regardless of R or NR status, in any state.

Except for antlerless. So there is some landowner preference.
