I need a re-education on Wyoming NR preference points

As most of you all know, a couple years ago WY changed how it sold preference points, going from time of application to after the years licenses have been allocated (July-Oct).

So here is my question. If me and 2 buddies apply as a group with 1,1,0 points each and we are successful at drawing tags, can we still buy a point for next season this July?

If you draw your second choice...yes, first choice, no.
