I own a home in Idaho which I rent out and have not lived in for 2 1/2 years. I travel on business throughout the country all year long. I plan to retire to Alaska. Although not retiring soon. I would like to establish residency legally in Alaska as I intend to purchase land and also hunt. Can I establish residency without buying a huge house downtown ANC? I am presently awaiting word from the state on a land purchase.

I would think it would be almost impossible to establish residency in any state without having an address there. For purposes of the dividend, they look at things like, drivers license, car registration, voter registration, bank accounts, pay stubs, utility bills, etc. I suppose that you could just rent a PO Box, but I don't think they would accept just a mailing address for purposes of residency. I think residency means just that, where you reside.

G...
You may be right, but, where does a person like myself call home? I live in a state for 1 to 3 months at a time then move.(I work const.) I am not wishing to cheat the system, I just assume I have to be a resident of 1-and only 1-state. why not choose which one and make it happen. I am a U.S. citizen born in Washington state but apparently I am not a legal resident of any state? Don't I have to be a resident of somewhere?

Owning a (or two or three, etc) house outside the state of Alaska is not a factor for establishing residency. You will need to do as guppie mentioned and register your vehicles there, acquire a license and register to vote with the state if you choose to bestow your 19th amendment right.

As an active duty military member who is an Alaskan resident, but living outside the state, I do not need to show proof of an Alaskan address...so long as I am on active duty. The situation is different however for a civilian unless attending an university outside the state. Your primary address must be within the state.

For the purposes of the PFD and sportsman licenses there is a fine line you must follow. I would recommend you contact the state troopers and the PFD office. The fact your work keeps you on the move it may/may not become a consideration. I would think you would be safe because it was business related, but I'd hate to tell a lie.

Some info...

A civilian must take up employment in Alaska. Are you self employed or do you work for a business?

Also...A person cannot be absent from Alaska for more than 180 days over the past year unless it was an allowable absence.

The following are allowable absences: military TDY; military PCS, including spouses travelling to their sponsor's new duty location; college, junior college, or other postsecondary education in another state (so long as you are not receiving instate tuition in that state); caring for a critically ill spouse, parent, sibling, child, or stepchild; or serving as an executor of the estate of a deceased spouse, parent, sibling, child or stepchild.

Nikster,

I hope you don't think I was implying that you are trying to put one over on the state of Alaska. Ovis has a lot of great information there. As to your situation, it sounds like a tough one. I would think your first step would be to acquire some sort of address in Alaska so that you can get a drivers license, register to vote, etc. The info that Ovis and I were giving more relate to the PFD and hunting/fishing licenses, which, believe me, you do not want to play around with. It sounds like it might be kind of tough for you to establish residency here.

Nikster,
For the purposes of residency in F&G terms, you must domicle yourself in Alaska for 365 days and cut all legal ties with any other state.
Home or land ownership is not a prerequisite.

Once you become a resident you are eligible to apply for the PFD which carries other requirements
