Strongly recommend grow bags over containers and tires or other objects because they drain well and do not allow for water puddling and setting water which might cause potatoes or carrots to rot. I use garden soil that I buy by the 30 pound bag from Home Depot. They last a couple years then have to be replaced but so cheap it's worth it.The are basically heavy duty landscape fabric sewn into a bag. My sister buys them dirt cheap from temu.
I use potting mix in mine. Thete is a place I buy it in bulk.
One key thing I should add: Root crops like potatoes and carrots do not like high nitrogen fertilizer much. It's better that the phosphorous and potassium numbers are higher. I would not use fertilizer with the first number higher than 5. Nitrogen causes for foliage to grow faster when what you really want with root crops obviously is good roots.
