I'm from PA. PA sold over 1.3 million licenses (which include a deer tag) in 1982 when I was a freshman in college - and it's one per customer. Last year we sold about 860K. We've lost close to a half a million hunters a year in 40 years. Just to put 170K apps with an increase of 17K or whatever in perspective. This story is pretty much the same across the eastern half of the country.
Not clear what point you are making except PA OTC license sale data has no relationship to AZ or any other western limited draw data. The attrition data you cite lumps squirrel and/or woodchuck only hunters with deer only hunters and squirrel+woodchuck+deer hunters? so no telling from that how many folks dropped out of squirrel or woodchuck hunting and never were into deer/big game hunting and how many pure deer hunters dropped out among the decrease.

PA has NOT lost a half million hunter per year for 40 years running...Lost on average roughly 10k per year.
