Thanks, neffa3. That language seems to be either ignored or misinterpreted by the transfer movement. It is perplexing that the enabling act language seems to be the legal context which they assert as supporting "taking back" federal public lands. I don't get it.Sec. 4. Authorization to form constitution and state government; limitations... Third. That the people inhabiting said territory do agree and declare that they forever disclaim all right
and title to the unappropriated public lands lying within said territory, and that the same shall be and remain
at the sole and entire disposition of the United States
