Scope Turret Not Turning or Clicking

We just bought a new Nikon Monarch 5, and we were boresighting it like always do when we noticed that the side turret was not turning at all. The turrets are spring-loaded so that you can turn them back down to 0, and they do come out. But, still do not turn when closed. I mounted the scope like always and everything looked fine and right, and I always use a torque wrench. Maybe the scope is just broken or flawed. Any thoughts on what I should? Thanks for all info and wisdom!

Had a Leupold do this to me the other day. It was a scope that my wife's uncle bought that was sold with blemishes from the store. The L-R dial was stuck. Finally I moved the U-D dial and it made a click noise and the LR dial started moving. Never had that happen before but I have never bought a less than brand new scope either....
