Might modify what the helo pilot needs to affirm. Perhaps change Tower to be: "PAT25 multiple runways in use. I repeat, multiple runways in use with landing approaches underway. Traffic just south of (unclear) bridge is a CRJ at 1,200ft turning for Runway 33"

Brother have you listened to the DCA radio between 7-9 either side of the clock? They'll go to vectoring rotaries before they read them your TAF on check-in. You should be asking why an established route crosses a (final) approach.

I'm done speculating until I see the blackhawks flight data and their elevation. I still think it was a ceiling bust.

They busted ceiling and had eyes on the wrong airplane. Similar to PSA flight 182 I think.
