NR DIY Caribou Hunt

NL took the soundest approach. they realized that habitat needed time to recover. Their plan was such that they had herd increase an after hitting bottom to they issued more tag to the herd from increasing. The thought being that if the herd was at a lower numbers the tundra would recover given time.
