Non-hunting areas in California for elk calling and scouting practice?

I don't expect anyone to give up their hunting spots, so happy to keep this to just areas where hunting isn't allowed.

I'd like to find some areas in northern california where there are good elk numbers to go out and practice my scouting and calling. Closer to SF would be more convenient, but I'm happy to do a longer trip further out too. I'll be hunting Wyoming with my family, no plans to apply for California elk anytime soon.

Pt. Reyes has Tule Elk just north of SF

Or right around Hearst Castle if I remember correctly - i believe there is a resident heard there that is often laying near the highway.

Good sized herd out by Lone Pine too, rarely off private though.
