Idaho unit 67

Hi all, new to elk hunting as a whole. A friend and I went on a mule deer hunt in unit 66a near this area a couple years ago and were able to track down a couple of bucks. We tried applying for the same area for an elk tag and no luck. We are looking at picking up a couple rifle tags for unit 67. Everything you read about this unit says this is a tough hunt. We are in shape and will hike in far enough to escape the road hunters. My main question is, for those of you who know the unit would we be wise to look elsewhere? Are elk densities really that low? We are not after a big bull by any means and would be happy with any legal animal. Thanks in advance for any input.
