The article says it was all free roaming on the ranch. The only time I could find anything about high fence was from comments from people on various websites. There is a comment talking funds being used to fix a boarder fence which may be getting people confused or just jumping to conclusions. Was also this too.
"All documentation were in place for this hunt eg permits etc as required by Nature Conservation. The lion was not drugged or enclosed in a camp. It was free roaming on more than 2000 hectares."
