Crossbows During Archery for a select few... AGAIN!

The commission is considering the "Request for Accommodation to Use Crossbow by Four Individuals" at the upcoming meeting on Oct. 28th. This is the same deal as last time, we are going to need to speak up at this commission meeting.

I have just completed the main game and the following, and I have started a New Game+.........I seem to be only able to craft blue level crossbows? Is this the highest they go for scope reviews?
