Heck man we all know it's because the state owns the wildlife. Kinda along similar lines to this skit when you think about how foolish it is. Haha haha Same welfare going on in Alaska.

You can access wilderness areas in WY for fishing, hiking, and pretty much every other form of outdoor rec. You just can't hunt wilderness as a NR without a guide. It's still a bad policy, but just clarifying.

Also, just because we all own public land, the states manage wildlife for the benefit of the citizens of the state. Getting to hunt another state as a NR is a privilege, not a right.
