Yes in the draw. What do you think is going to take place as more and more states keep commercializing wildlife and transferable tags become the norm?

Let’s use NM as an example- landowners are incentivized to improve habitat, elk herds grow, and a boatload of private land gets opened up to public use.

That looks good. It's only ranches that get unit wide tags that are open to the public, not the private ranch only. Also they can hold their season dates whenever they choose if I'm not mistaken which many do outside of the dates for the hunting public. Therefore there's no public access for that hunt. The devil is in the details.
 
Have you ever hunted NM ? Draw or otherwise? Have you ever talked to anyone who has and tried to hunt some of those ranches as a public hunter with a draw tag?

First of all, I said if I'm not mistaken. That used to be the case, maybe that has changed in the last couple years. Which is entirely possible. That screenshot you posted is pretty vague description but I'll acknowledge it for what you say it is.

You guys can twist this pretzel all you want but the end result is going to be fewer tags allocated to average everyday hunters, more tags for T & L from Iowa with deep pockets.
Sure there might be more elk/deer/pronghorn/insert your species on the landscape, but only folks that can afford the buy in will be hunting.
