6.5 PRC HELP!

I Have a Bergara 24'' 6.5 PRC. Ive been working on handloads using Hornady brass and Hornady 147 ELD-M's with H4831sc and Retumbo. I chronographed them today and they were as follows:

54.0 Gr H4831sc CCI 200 Large RIfle Primers 2.860'' COAL - 1100 FPS
58.8 Gr Retumbo CCI 200 Large RIfle Primers 2.860'' COAL - 3700 FPS
Hornady Match Factory Ammo - 3500 FPS

I used Caldwells chronograph. My question is: What the hell is going on? Hornady lists max charge of Retumbo at 58.5 GR @ 3050 FPS out of a 26'' barrel. They list H4831 max at 54.5 GR shooting 3000 FPS. The factory ammo has an advertised speed of 2910 FPS so how did I gain 600 FPS from factory ammo and lose 1800 FPS on H4831? Or is it what I think it is and my chronograph is trash...
 
I would try to shoot over a different chronograph but failing that I would try to shoot really far and figure out figure out my MV using the BC and math based on how much it dropped at a known distance.
 
Caldwell chronograph is junk...toss it and buy something else

Also I'm curious on how you got to the loads you're shooting? Please tell me you didn't just randomly choose 1/2 a grain from max and start shooting...good way to blow a rifle up.
