I'd use the RL22, and not worry about the 40fps. When I reload I can always get higher velocity, than the load I pick, but I pick it for it's accuracy.
Also I'm with Camdu7. Using RL26 in 243Win with the 105gr Hornadys. 120gr Sierra HPBT Gamekings out of the 257 Roberts, and the 150gr. Accubond LR out of the 7mm Rem Mag.
I use RL22 for my 2506 and get great results. I haven't chronographed it yet, but with 52.5gr of RL22, WLR, and 115gr Berger VLD-H bullets my best group was something like .390" at 100yds
Here are some targets from this week. This is the load that I'm going to be using in my 25-06 for WY antelope in about 2 weeks. I have no idea what the FPS is on these, but I know I'm ringing steel at 538yds with very little hold over.
