Being a Nevada resident I'm lucky to apply for a lot of hunts including some less coveted tags like spike bull, cow elk, depredation bull elk, depredation cow elk, HSTE pronghorn, etc.
With the exception of last year (had a newborn and mostly bought points) I've always drawn at least one tag...
A gun can't go off when there's not a round in the chamber. Period.
I do a lot of layout boat hunting for ducks, and I uncork my semi-auto (shotgun shell stuck perpendicular in the chamber so the bolt can't close) whenever I'm moving in and out of the boat.

Build Vegas up, not out. Same with Reno (where I live). The Truckee River can only handle some many hands in the water pot. Sometimes people forget we are the most arid state in the nation.

Youth seasons are to get children into hunting. I'm not sure how you see the reasoning the same.
Sounds like someone just wants to hunt muley bucks in the rut with less competition.
With loads of points pronghorn HLTE and HSTE should be within reach. Deer should be well within reach with nine points, especially archery. Same with spike bull. Depredation bull/cow is always a toss up.
As long as we have more feral horses & burros than mulies, the hay day of Nevada deer...
