WY veteran tag donation?

So I know you can donate your tag to a disabled veteran or person in WY. But what's the protocol? I read the page on their website but it didn't clarify whether the person surrendering the tag gets to choose who to donate to. Long and short of it is a guy I know well just got the diagnosis we all fear cancer. He's a retired disabled vet who did 20 years in the army and I'd like to donate a pronghorn tag to him if I can draw with my points.
 
Absolutely can as long as he is 50% or more from the VA. Contact Hunting with Heros, Dan will submit the two packets together. It’s first come first served when a packet is submitted. So with them being in the same envelope he will get the tag. They do it all the time.

@Addicting. Nailed it, if have any problems let me know but it's pretty easy. Call Dan, they typically host a annual pronghorn hunt with a group and he will tell you the unit to apply if there doing it this year and if there is availability. If there is no availability or want to do it basically DIY with your buddy let me know. Good looking out!
