Was there actually abundant numbers of unsold, unused antlerless tags 10-15 years ago? I know a lot made it into the leftover drawings but they all eventually just got snatched up later on.
 
You can apply for doe tags or Type 1 tags independently of each other and you can check the box that turns back any doe tags you draw if you don't draw a Type 1 tag on that app.

Yes, even buck tags.

I often times would purchase additional doe and buck tags on the last day of the season to help fund the department (no intention of hunting the tags).
 
I wonder how the department looks at that? I mean obviously they wouldn't issue tags if they didn't think it was the right thing. I guess before those herds were just considered over objective at the time?
I think one of the big reasons for the drastic declines in pronghorn the last decade has to do with all the leftover tags being sold and hunted.

The GF got away with ridiculously high quotas in the past because the tags weren't selling.

IMO, more time and effort needs to be spent figuring out why pronghorn pretty much statewide are in the ditch.

That's sort of what I was getting at. I look at our qoutas here for deer that used to be way less 20 years ago. The number of leftover tags we have now if someone actually tried filling them would be devastating to say the least. The only thing hindering that here imo is access. Little different than wyoming pronghorn, but it's the same principal. All those leftover tags don't hurt anything until they're not leftover anymore.
