Hunt cows in a trophy unit in WY or Hunt Bulls in a OTC unit in CO. Private land. The bull hunt would be double the cost. Lets say you have already killed elk in the in the past on both public DIY hunts and private guided hunts, have struck out with both your 1st choices in the WY and CO draws and you just love elk hunting and still want to hunt elk this fall.
 
Hunt OTC bulls in Colorado without a doubt, unless you are trying to get experience in Wyoming because you will likely draw a great LE Elk tag the following year. There are "Trophy" bulls on almost all of the OTC units for archery/rifle. Do your research and hunt hard, there is a good chance you will be rewarded. Edit: How much private land will you have access to? Does it have resident elk or migratory? Are there other hunters on the private? Your question is too specific without providing enough details to give good advice.

Coming from a MT Point of view, I’d hunt cows in the trophy unit. I love looking at big bulls almost as much as I like hunting/shooting/eating cows. I used to guide for a public land outfitter in an OTC either sex unit and hunters rarely got a crack at a bull. We packed out a mature bull about every other year. I drew a cow tag this year and am siked! I get Buck fever when I see cows!

I agree 100% if you like tender elk meat and want to add some good meat to the freezer. If you would rather bust your ace for some antlers, than OTC should be your choice. Easy choice.....I too like cow elk!
 
Thanks guys for all your replies it has helped me to narrow things down but in regards to Cows tasting better than bulls..... do you think this is actually true? It could just be in my own head but I swear the first bull i killed tasted better than the last cow I got...... maybe she was the old lead cow, she was big but not sure how old she was

I don't necessarily think they taste better, just more tender if your a steak guy. Elk burger I haven't noticed much difference, but I also haven't shot a bull during the rut so that might negatively affect the flavor.

Ask Douglas on Rock smile, he eats a lot of old females. He used to be our resident expert.

I haven’t noticed a significant difference in taste between a cow, spike, raghorn or six point elk if handled properly.
