Yep. Very familiar with the federal contracting process. I’d still bet money that it ends up being contracted.

I'll try to follow up. I bet money it doesn't get contracted out. But I don't know what the outcome will be, my guess is that the wilderness rangers are simply non existent, and the campground poopers are locked or they manage to still service them with existing staff.
