What would you do?

The threading tool needed to be sharpened. What you are seeing is galling in the finish.
Wayne York needs to be sharpened. He has gotten very dull over the years. The metal is actually torn in places. The best sections are only galled. After reading up on him there's many guys with the same ruined barrels in several different calibers. The hardest thing to admit is that your getting too old to be able to do what you used to be very good at. I guess the complaints started about 10 years ago and have been mounting ever since. Who knows how many barrels he has actually ruined.
 
A fair chance? He bored it .020! The fk up was dragging a worn out rifling tool through it. After doing a little research on this guy, his work has turned to shit years ago. Maybe you might assume that a Daisy BB gun might not live but a Ruger Stainless Bull barrel would be expected to live through a .020 overbore unless it's done by an over the hill hack.

Yeah, i'm no machinist. Do people doing these things stress relieve them again?

I just recall reading of folks sending barrels to JES to get re-bored and chambered for less than the going rate of a chamber job. Aren't they basically re-drilling the bore and cutting rifling again? I would have expected prices to be more in line with what you paid but clearly paying more doesn't guarantee results.

How many has he not ruined in the same time period?
