Just get a new barrel from any of the reputable suppliers and have a decent smith install it.
 
I've kind of assumed re-boring a rifle had a fair chance of ending up shitty and inducing stresses into a blank but that bore is atrocious. Hope others can benefit from your lesson learned at least.

A fair chance? He bored it .020! The fk up was dragging a worn out rifling tool through it. After doing a little research on this guy, his work has turned to shit years ago. Maybe you might assume that a Daisy BB gun might not live but a Ruger Stainless Bull barrel would be expected to live through a .020 overbore unless it's done by an over the hill hack.

I’d been considering sending a barrel to him to be re-bored. After reading this, I think I’ll just sell it instead.
 
The threading tool needed to be sharpened. What you are seeing is galling in the finish.
