Tagging down AK

I have a 23 caribou locking tag that went unused on diy haul road. Now I have a chip on my shoulder from many days in AK with no big game harvested. I looked at tagging down to a black bear and another of my group had some luck.
My question is has anyone tagged down a caribou tag to spring black bear in an otc unit?

It appears legal, and I haven't gotten clear direction from a couple transporters on the matter.
Has anyone here done that? Is it worth it?
 
I believe the locking tags are only good for the calendar year meaning your 2023 locking tag is no longer valid. You need to buy a 2024 locking tag for anything this year now.
 
I have tagged down a moose tag to a caribou but I did it the same calendar year
 
Did more digging on seeth's comment. Correct, finally found it. Despite the regulatory year being July 1-june 30 for harvest tickets. License and locking tag valid calendar year only. I'd delete this post if possible, oops. Thanks!

The whole don't fill all your bear tickets in fall in order to hunt in spring had me confused.
