States where non-residents can apply in resident draw if past resident?

I know in Idaho if you are a resident and move away you can apply in the resident draw for life, but pay non resident tag fees.

Are there any other states where this is the case?

Doesn't that only apply if you buy a lifetime hunting license in Idaho?

I’m not sure, but the lifetime license is worth it if you move away and plan to continue to hunt Idaho.

Arizona also if you buy the lifetime license. You aren't restricted to the 10% cap but must pay NR prices for the tags.
