Yeah, you are 100% correct. It is public information and the Idaho F&G site shows that that tag had 100% success every year but one so there are goats there. There are other units that have nearly as good of odds in Idaho as well, I guess that $155 license to apply for a tag really helps out on odds.
Of course in 10 years that will add up to $1,550 in licenses purchased, but in 10 years you would have a pretty decent chance of drawing a tag. The price of the tag being a smidge over $2,000 probably doesn't encourage a lot of applications either.
