Appears this is an affirmation of a long-standing decision. Water use and rights vary in different parts of the country, am new to the idea that a stream can be owned by a property owner. Where I grew up, you could fish or canoe the water, just not go above the normal high water level, and had to leave the property alone. This will make some stretches of streams like the Chama and the San Juan accessible to fishers, though you have to wade it (tough on those private sections of the San Juan) or use a boat, tube, etc.

I think this is a good thing, but that's without doing a major analysis of it.
