An easy way would be if there are 100 tags available, the top 100 people with the most points get a tag. No random drawing.

I’m not sure what you mean by “easy way.” That’s how Colorado elk/deer/antelope has operated for over 30 years. When applicants far outstrip tags, point creep runs wild. Check out CO unit 201 rifle bull tags for either resident or nonresident as an example.

Ok use a different word than easy. But you have a known insured of a maybe. You can at least see what it will take to draw a tag.

Not drawing a tag with with 3 fewer points than someone else.
