That is great if that is the strategy and not just a perk of tresspass.
Can't tresspass them, grazing was never closed inside the exclosure through decision. And it is a BLM decision on whether or not the exclosures are grazed. These exclosures are too small for riparian pastures, most less than 5 acres.
So the easiest way to have them follow their permit is to lock gates
If the exclosures were never formally closed to grazing how are they not following their permits as long as they are within their season of use and numbers?

I'm just saying this...you have 20 years of over-grazing...you change nothing in the next 20 years with regard to your over-grazed lands. I'd bet good money there are no improvements to that over-grazed land. That happens a lot on BLM lands. Same old same old.

Of course duration, intensity, timing, and adjusting AUM's can improve the land.

Depending on how bad the over-grazing is, just adjusting this or that slightly will take many, many, many years to show a marked improvement. Depending on site potential, precip, etc.
