Would it work do try do season structure like this:
1) Pick a weapon archery, muzzleloader, rifle
2) Pick a region (limit the region based on herd density) make reporting mandatory.
3) Archery in split into 2 seasons each running 2 weeks have to pick your season. 1st: First full weekend in Sept for 2 weeks. 2nd season would begin on the 3rd Saturday of Sept and run for 2 weeks.
2021 would be Sept 1st:Sept 4th-17th 2nd: Sept 18th-Oct 1st

4) Rifle split into 2 seasons 1st being 2nd full weekend in October for 2 weeks 2nd following that.
2021 would be 1st: Oct 9th-22nd 2nd: Oct 23rd-Nov 5th

5) Muzzloader would be 9 days from the Saturday before Thanksgiving through the Sunday after.

Edit: should add a species would need to be picked for NR. But can do 1 season of the other species as a 2nd choice. For example all the people who picked elk as their first would get tags and any leftovers would go to people who put deer as their first choice and wanted an elk as a 2nd choice.

Residents would be able to do 2 seasons for each species.

Would only be able to hunt 1 season as a NR and R would be able to pick any 2 seasons (both archery, both rifle, muzzleloader, or any combination of 2 seasons)

I like the shortened seasons but 1 week (me being selfish as I save all my vacation) is a little short so allowing 2 weeks would serve the NR a little better.

In a state where FWP operates under the law of diminishing returns, getting a handle on the number of hunters using each region would be a good first step. Setting caps based on biological data is many steps down the road right now.

This bill failed. An amendment was added to another bill that gave all clients booked with outfitters by April 1 and were unsuccessful in the draw the ability to buy a tag OTC this year only. Going forward all outfitted clients unsuccessful in the draw can buy two preference points while DIY hunters are only allowed to buy one.

The new amendment only applies to the general combination licenses. It doesn’t affect permit areas.

SB 143 was specifically a handout, guaranteeing the industry a specific number of clients. I can't think of any other industry that gets that kind of handout besides funeral directors and insurance salesmen.

Your not “the industry”. He stated you are “in” the industry.

And your couch on the showroom floor…. I’ve yet to see any furniture store cry to legislators to make sure that a certain percentage of their couches, “elk tags” or kitchen tables, “deer tags” or hell…. entire room ensembles, “combo tags” were only allowed to be purchased from them. No yard sales, no IKEA online, nope. The only way to purchase said furniture is from this government mandated outlet…….. hmmmmm sounds like overreaching government and socialism to me.

You are are not the furniture salesman here. You are the delivery driver. The bill makes it so they have to pay $5000-$7000 for delivery of the couch. And they deliver has to be to an out of state address. And they get preference on the next couch purchase, so long as it is delivered. Yes, there are other delivery drivers, and yes there may be people willing to pay $10,000 for an $1800 couch. But it is still the government picking where money gets spent. Nothing resembling free capitalism.
