neck shavings when resizing brass

I'm reloading some 28 nos and using a Redding die. I've cleaned my brass and rolled them in oil to lubricate the casing. When depriming and resizing the casing, I'm getting some very slight brass shavings around the neck. I can see that the resizing component is shaving the brass. Can anyone tell me why this is happening and how to fix it? I've tried some adjustments to the die but it doesn't seem to make much of a difference.
 
yes, using a q-tip I've also lubed the neck. I am getting scratches, more like shavings off the neck but very slight. I do not see burrs on the inside of the casing but I'll look up in the die. should I lubricate the die as well?
