Montana nonresident landowner get elk tags every year?

In this case, they (Lee and Tiff), are enrolling their Ranch in EHA, allowing 1 public hunter of their choice to hunt antlerless only elk, while FWP selects 1 either sex hunter and 1 antlerless hunter in exchange for 1 non-resident elk tag in the same HD. So they are essentially trading 2 cows and a bull on their 13,859 acres for a guaranteed tag that they are then using on a different ranch in the same region.

The law states "If a landowner is willing to provide free public elk hunting access on the landowner's property (or private land leased by the landowner for agricultural purposes), the department may issue, at no cost to a landowner or the landowner's designee an either-sex or antlerless elk B license, permit, or combination of the two as required in that hunting district. The permits/licenses issued under this program are only valid on the landowner's property or on private property leased by the landowner for agricultural purposes and open to public access."

The rub is that Lee and Tiff aren't really out there ranching or growing crops, but instead leasing for hunting purposes only. So they are essentially hunting illegally in the sense that they aren't hunting their property, and wouldn't qualify as ag producers with an actual agriculture lease, although I'm sure they have a handshake agreement to make it appear they are leasing their happy hunting grounds for ag purposes.

If FWP would investigate this, I'd hope they also review their camera footage from the last couple seasons and talk with the neighbors around their lease as a means of looking into wanton waste of game.

The 454 program is such a farce. Terrible trade-offs for the public. Ranches that already have odds orders of magnitude better due to LO preference that the rest of the citizenry waits a lifetime for, and ranches that don't even qualify for LO preference getting premium tags, and in some districts annually.

All for a few hunters - a portion of which the LO chooses - to get very controlled and limited access to a single owner's pile of parcels. And in the end, because elk permit quotas are literally a product of elk on the landscape, there is no such thing as "in addition to a quota" when viewed over time. And so where 15% of LE permits once went to LOs, in many districts it will functionally be well over 20%. It's misguided as hell.
 
In 2022 they both drew their permits in the general draw just like everyone else as they both had a bunch of bonus points in MT. They obviously (as can be seen in the videos) use an outfitter to guide them which in turn increases their odds of drawing the general license. In 2023 Lee was lucky enough to draw the permit with only one bonus point in the general draw and Tiffany was not so she hunted a totally different unit (ranch). So in both 2022 and 2023 they hunted in MT with a permit that was drawn in the general draw which in turn allowed them to hunt any property in their specific units they drew their permits in. Then in 2024, after buying multiple properties in MT, which in turn allowed them both to participate in the Land owner preference program (like every other land owner in the state) which increased their odds of drawing a permit in the unit they purchased both their properties in and those properties are where they hunted. Not that it matters but by doing a simple google search you can see they have never participated in the EHA program as that is all public knowledge. Hate the system or them for that matter all you want but it’s not a mystery or shady in how they have got their permits or where they have hunted.

How smelly was that 2024 bull when you guys finally starting taking care of it?

By lees own instagram posts it was at least 16 hrs from the time he shot his bull this year until they started working on it. This was despite it, again by his IG, going around 200 yards after being shot.

Do you believe everything you see on tv or the internet? 😂😂. Do you archery hunt much? Did the bull look bloated and nasty when we walked up on it? You obviously saw the shot placement. We knew exactly where the bull was laid up and that it was still alive. Unfortunately it was not in place where you could simply sneak up and get another arrow in him with out the risk of bumping him out of the country and being lost. So we ultimately decided the best solution was to simply let him expire. The bull died that morning and that’s when it was retrieved. So a simple answer to your question… no it did not stink at all. What’s next? Let me guess you shouldn’t use a tractor to retrieve it? lol.

How many bulls have they shot and not recovered in MT in the last 3 seasons?
