Two moose is almost better than winning the lottery! I have a buddy from WA that has had one of the deer tags 6 or 7 times. He spends $7-&10K on chances every year. Think the most I have ever spent was $200 total. There are also a few folks that have one basically every year and are spending lots of money to do so.
