You can apply for a limited entry tag by April 1st, you can click to buy a bonus point. You do not loose these points, these are for both nonresident and resident. Preference points are only for nonresident and these you can loose and only have a max of 3. You can buy preference points in July to December.

Is it possible to solely purchase bonus points after July 1st without having purchased a license?

My understanding (or rather intention) is that I don’t want preference points until I’m ready to actually hunt in MT. So my goal is to just bank points.

Yes, as long as you don't apply. To simplify, you only get one chance to buy a PP each year - when you apply, OR from 7/1-12/31. If you apply and don't buy one you don't get to buy one in the purchase window later in the year.
