You are correct the VX5 is in 1/4 MOA but I was actually dialing to MOA not counting clicks.
I do think I discovered the problem. Last night I pulled the scope off and found that when turning one of the dove tail rings it had bent the base. It was bad enough that when I pulled the base off the ring fell right out.
