If offered a new position at a higher grade would you negotiate for additional steps and if so how many?
Rating exceeds expectation and see that continuing in new position if offered.
Interview is later today.

There's a lot of unknowns here, but your past GS experience would have to be substantial in my opinion.

If it's the same job series, and your current GS salary exceeds the minimum step at the higher grade, then you should be good to request to match it to the nearest step. For example, you're a GS 9 Step 10 and you're going into a GS 11, you could reasonably ask to start at GS 11 Step 4, the closest salary. That might automatically given too.

I've also had applicants with professional certifications ask for higher steps with success.

Good luck on the interview!

That makes sense and thanks for the info.
Received word that the offer is on its way.
The new step 1 will be greater than 3 steps above my current step so will just accept offer.

You won't go backwards in pay your new job. Say you're a gs 09 step 8 you'll skip to an 11 step 2 or possibly 3.

Unless you're in a situation where you're moving to an undesirable you may not have much to negotiate for pay.
