80% Res only, OTC with caps
2 week pre-order period for Residents of the particular unit. Meaning if they are pre-qualified, they can get a tag as long as one is available, online or in person.

In this model all points go away. The advantage is to the Resident. There is no danger of a particular scheme imploding. The onus is now on the managing agency to be very accurate with the pre/post projections.

Elk are the primary driver of the CO system because the Success rate is low so you can issue more tags.
As many deer are killed in CO as elk, but because the success rate is very high fewer tags are issues, hence less money. Even though price and harvest number are similar.
PA 367,159 Whitetail were killed in 2018, PA as ~1.5 million deer
FL 97,017 Whitetail were killed in 2018, FL has ~700,000 deer
Entire United States: 175,000 elk were killed, Total US elk population 1 million.

As the hunter, the only responsibility is to hold the agency accountable for numbers. Not learn various gambling schemes.
im not sure how the state could open it up to expand the hunter base any more.. anyone can buy antler less tags. plus if you want to expand your hunter base you should look into small game, upland and waterfowl. In Iowa the system is good right now, it works. all you have to do is go to missouri or Illinois to see the shit show of what gun hunting in the rut doesAgreed it's good system for antlers. But you can literally project, using declining hunter numbers, when hunting will dry up. Why not shoot for nice antlers and expanding hunter base? With all that corn there has to be a way to do both.

You would have to phase the purchase of OTC with caps tags. We do phased roll-outs in IT all the time for enterprise wide efforts.
Maybe have 4-5 purchase dates with the tags distributed evenly?
