Where's the pic from Craig? Looks like parts of British Columbia or Alberta. Could have put a fence around the gas line to keep the moose and other wildlife from trying to use it as a rubbing post......but that could have other negative side effects as well.
 
Certainly a tragedy, but lets face it. Moose, elk & deer die every year because they get their antlers caught in trees. The road leading to that gas development site probably caused more wildlife damage then any antler entanglement.

Dang that sucks. Good looking young bull too; he would have been really special in another year or two. I just got done reading an article at the office on some of the effects the rapid development in southern Idaho is having on pronghorn populations and migration; scary sad stuff.

I not certain, but I would guess you are correct.
