Some states let's say Idaho I have to check all game so there numbers are as accurate as possible.
I’m late to the party so maybe someone else mentioned it but...after getting an email from ever accurate eastmans a month ago saying that you must check every animal in Idaho I called IDFG headquarters and asked em. They said you only have to check wolf, bear, cougar and the OILs.

Hunter reports must be filed within 10 days after harvesting or within 10 days after the end of the hunt. Hunters must file a report for each tag they bought whether or not they went hunting"

I think it even says this on big game tags also...hope it helps
 
In idaho you have to fill out a hunt report for deer, elk, pronghorn. You don't have to check in the animal. You do have to check in bears, lions, wolves, and oil animals at fish and game offices.
