Declassifying JFK/MLK?

Started the day before when I was working on weather proofing the school district's teacher housing. The joys of being on a small town School Board. The house next door was rented by a fly by night outfitter that had the neighbors ranch leased. Guy from Michigan pulls in and quickly starts asking about the deer hunting. I tell him the truth, he is hunting a great ranch, success will be prepositional to the effort he puts in. That made him happy. He goes on to tell me how he books around 10 hunts a year and this was a makeup hunt as the outfitter kind of screwed him on a Alaska hunt by misrepresenting the quality and this hunt was at a discounted to make up. I was not one bit surprised. I was even kind enough to go on a drive through the property and point out where to concentrate.
Next morning my Dad and his long time hunting friend are on the hill behind his house over looking the neighbors property and they see a guy in full camo working his way up a ridge a half mile below them. Thought it odd that the hunter did not have orange, but figured he might have filled his tag and was out by himself burning the rest of his hunt on coyotes. Dad and his friend moved to look down another canyon and soon hear shots that sounded like hits coming from where the other hunter was so they head back. Hunter is no where in sight, but a nice bull is staggering up the hill, clearly hit and lays down under a sandstone cliff. This was the late 90's and bull elk tags were hard to get, in fact this was the first elk shot anywhere near our property. Chances that this guy had a tag were close to zero and the hunter has vanished. Dad calls the warden. He can chime in if he wants. I can not remember the details but for some reason the wardens just could not get enough evidence to make charges at first and Michigan man makes a quick exit. Not sure how much time went by, but Michigan man gets a few too many in him back at the bar in Michigan and says too much. Some one calls tip Montana and Michigan man is forced to confesses.
But the story does not end there. Michigan man calls the warden captain at region 7 and asks if he can get the antlers from the elk. Michigan Man does not get the answer he wants, but he is persistent and Calls back to ask if he could get a replica made of the antlers. Again the answer was no. Later I heard that the Feds had reason to investigate Michigan Mans house, where they found photo albums detailing the place and dates of all of his hunts. Unfortunately for Michigan Man the place and dates did not match up very well with the licenses he had purchased. That got expensive.
