Hunting $ were not touched for wolf reintro, per CPW. The legislation took funding from other sources, still tax $.
Including staff salaries to go to Canada and do all the capture work? I have my doubts.

And I’m sure work being done once they’re in state is largely being done with existing funds.

I heard direct assurances during my last 2 years on Sportsmen's Roundtable meetings that the entire budget for wolf reintro including staff included no license $. The specifics are available by searching HT for Colorado Roundtable. What you choose to believe is your prerogative.
