CO CPW Draw Process Working Group

We are taking 130+/- ram hunters out of the drawing pool every year if we are OIL, yet apps are increasing by THOUSANDS every year. Makes zero sense.

"Changing to once-in-a-lifetime ram harvest results in no meaningful increase(hundredths of 1 percent) in the chance of drawing a license. This is because of the high, and increasing, applicant numbers in the draw. In other words, the continuous removal of the number of sheep hunters who harvest a ram from the pool of applicants applying for a ram license has a negligible effect on the chance of drawing a license. This is because the number of rams harvested annually (~130 for residents) is significantly less than the annual increases in resident applicant numbers for a ram license (3,822 applicants at 0+0 preference points in 2020, 6.8% annual increase thereafter). Essentially, the high and increasing applicant numbers swamp out the draw and nullify any increased draw percentage afforded by once-in-a-lifetime ram harvest."
I personally don't think there are many getting back in the draw after harvesting then waiting 5 years then get back to 3 years worth of points to be eligible in the 9th year since harvest any longer. Many choose desert sheep after killing a Rocky. I voted no on this but was out voted for simplicity and consistency across the big 4 species. In reality anyone that harvested a ram in the last 5 years now has 15000+ applicants ahead of them and with the approx. 2000+ new apps a year there are very slim chances of repeat ram tags in anyone's future.

Agree, this is dumb that we are considering this for no real benefit to the "Draw Process" the group is tasked with.
the benefit to the draw process is a nod towards ‘fairness’, but mainly it’s:

I voted no on this but was out voted for simplicity and consistency across the big 4 species.

Nowhere in the working group charter is ‘increase draw odds’ listed as a main goal of the group so that shouldn’t be a filter on decision making.

If I was a resident I would be highly embarrassed about how that meeting was run and what wasn’t accomplished given the parameters provided for what the entire meeting was to actually accomplish. Lmao.

This isn't in the top 100 things we Colorado residents should be embarrassed about. Nothing but a blip.

How come you refuse to tell us what State you live in? Is it because your State is Resident friendly and turns the screws to Nonresidents?

I didn’t fill my ram tag in 2007. I felt I had my chance, had the best experience of my life, and I should let someone else experience that. I’ve put in for Desert since. And I do still support sheep hunting in Colorado as well as any NR can in other ways.
 
As a NR, I'm really not that upset. I totally understand the arguments supporting it.
Do you guys think this helps point creep? A lot of factors influencing NR applications as of late. WY price increases, CO dissolving OTC... should be interesting

I don't think it has a drastic impact. For the handful of units that take over 10 PP to draw, those will remain exactly the same. People with 10 points or over likely have their mind set on a particular hunt code to try and get and they will wait it out or perhaps shift down due to creep to something that still takes over 10 points. For the units that take 1-5 points - of which there are tons - its probably roughly the same, maybe slight reverse creep but there wasn't much for point creep on those hunt codes. Its been minor the last 5 years.

The interesting story would be what happens to those folks with 5-10 points or hoping to save up and hunt the tags that fall in that range. There are some fantastic elk hunts for 5-10 points in CO but they aren't necessarily worth 5-10 years of waiting to get those tags. Are they instead going to elect for something else now that they can't buy an OTC as they wait?

It will be interesting to see how they divide the current otc units into LE for NR. They have the fall gamut to choose from unit specific, to regional to a single LE permit that covers all the otc units.
