I had no idea baiting Elk was legal in Washington (or any western state - maybe others too?). Not even trying to diminish this particular hunt, it's a long and seemingly complex saga, I just had a preconceived notion in my head that baiting Elk essentially didn't occur. How naive of me.

I remember when they changed the law from being illegal to legal to shoot across a road, for the purposes of hunting. Interesting state sometimes.

Same...I had a jaw drop moment when I read that part.
 
I kind of lost the wow factor as he described the hunt. Said multiple times his friends helped track and locate it. It got bumped out of an area multiple times and would be found via tral camera again. Just how many cameras and friends this guy got? You would think it's harder to find a bull after it's left an area.

Far as I know, it is still a violation to shoot from or across a road.

7. Negligently discharging a f irearm (RCW 77.15.460): From, across, or along the maintained portion of any public highway, regardless of surface, or from within a moving vehicle or moving off-road vehicle is prohibited. Hunters with disabilities with a vehicle identification placard, in compliance with WAC 220-413-140, may discharge a firearm or other legal hunting device from a non-moving motor vehicle that has the engine turned off.
 
That is one of the issues for me. The guy does “DIY” and has killed a lot of 400 class bulls. More than I have ever even seen but…not guided but “friends” running trail cameras and tracking the bull for him for months is simply not DIY IMO. Again, his money and his circus…just now what I like to do. I really wish this one had been kept as quiet at his other 400 class bulls. Shooting a elk over bait on winter grounds is simply not how I prefer to hunt them and not a good look for hunting/fair chase.

That's specifically from a vehicle. The law changed a few years ago that allowed shooting across non-highway roads for the purposes of hunting. Target shooting and "negligent" discharging are still prohibited. I learned this from a game warden I was talking to around 2018, I think the law changed in 2016 or 2017. He explained that if you have an otherwise legal target, and aren't violating federal land management (USFS or BLM, etc) or other owner's laws, then you can pull the trigger.

From the same RCW you cited: (a) The person negligently discharges a firearm from, across, or along the maintained portion of a public highway; or

I believe that's the line being applied. Doesn't count as "negligent" if you're taking a shot at a legal target. And again, this was explained to me by a game warden.
